As not France resident we should have a new EU certificate Covid passport (the system starts the 1st of July). Or we should have a standard tests no later than 48 hours before the event (made in France) or the one issued for travel purpose. The QR code has to be possible to be recognised by the French system. I think it wouldn't be possible. They say that while buying a ticket you have to put the name of the person which will be the winner. So if you want for ex. your brother to participate in the lottery not you you have to put his name while registrating.

I think they mean that for some prizes you have come personally to Paris to get them (they can't send them). So after 4 months you loose your right for it.

The problem is that we don't know if only France residents can participate in drawing prizes. For sure we all can buy tickets as a sort of donation. But what if the winner is from US or Romania or... Poland?

I haven't found any notification that's only for France residents. But mind that some prizes are connected with Paris or the Philharmonie place - a dinner or concerts. And I don't know how about any custom fees if you win a car or a Chanel watch.
